浅谈建筑成本控制中的全面预算管理研究

摘要：随着我国社会主义建设事业的不断发展和变化，我国的建筑行业正在以迅猛之势发展着，全国各地的高楼建筑已经成为覆盖我国城乡土地的主要力量。国家目前已经推出新的针对建筑行业的相关政策，由此带来的行业压力逐渐增加。我国的建筑行业与我国的制造等工业相比较来说，我国的建筑行业在其自身的内部管理方面还存在着一些问题，建筑行业的内部管理相对显得较为弱化，整个的建筑投资在成本费用方面的开支偏多，因此，建筑成本控制中的全面预算管理工作已经成为我国在建筑行业进行发展的一个重要课题。本文主要从我国的建筑行业、建筑企业中的一些基础特点进行分析，进而研究整个的建筑成本控制中的全面预算管理流程，不断对整个建筑行业的实施过程中存在的问题进行相关的探讨与研究。

Abstract: as China’s socialist construction career development and change, the construction industry is rapidly developing trend, tall building across the country has become the main land cover in urban and rural areas in China power. Countries now has released new for building industry related policy, which has increasing pressure on the industry. China’s construction industry in China and the manufacturing industry compared to our construction industry in its own internal management some problems still exist, the internal management of the construction industry relative appear relatively weak, the whole building in cost cost investment spending partial, so, the construction cost control of the comprehensive budget management in the construction industry in our country has become for the development of an important issue. This paper mainly from China’s construction industry, construction enterprise of some basic characteristics are analyzed, and then we study the whole building cost control of the comprehensive budget management process, and constantly to the construction industry of the implementation of the problems in the course of the relevant discussion and research.

全面预算管理在本质上来说指的是一种可以对本行业进行驾驭的特殊技术、策略性质的工具以及系统的管理体系。全面预算管理通常是以一个企业的目标、利润为重要主线，以实现自身企业在目标方面的利润为主要目的，进而促使整个企业的预算管理活动不断的围绕目标利润这个方面而展开活动。
