摘 要

蓝色贸易壁垒是继技术贸易壁垒，绿色贸易壁垒之后出现的以保护工人的劳工权益为主要内容的新贸易壁垒。该壁垒的核心SA8000标准被欧美的大部分国家强制推行，对发展中国家的出口贸易尤其是纺织业造成了严重的影响。中国作为最大的发展中国家，纺织品出口占据着重要的地位，然而随着我国经济不断发展，对外出口贸易不断攀升，中国在劳工这方面的问题日益暴露出它的不足，尤其是蓝色贸易壁垒大行其道的今天。浙江作为沿海经济强省，在纺织业这方面有着较其他地区无法比拟的优势，纺织业占出口贸易比重比其他行业其效益、优势尤为突出。但在巨大成就的背后我们不能无视存在的种种问题及不安因素，尤其是全球金融危机过后，各种问题也逐渐浮出水面。而近年来西方发达国家多次实施的蓝色壁垒严重的阻碍了浙江的对外贸易尤其是纺织业的出口贸易。

本文研究的主要内容是对浙江纺织业在蓝色壁垒下所受到的各种影响及其相应对策。利用图文法、文献法，对蓝色壁垒所能带来的各种因素和问题进行研究分析，从而提出一些对浙江纺织业如何应对蓝色壁垒的意见和措施，以促使浙江纺织业在蓝色壁垒下持续、健康、快速的发展。

ABSTRACT

The blue trade barrier is the technical trade barriers, green trade barrier after appearing to protect workers ' labor rights as the main content of the new trade barriers. The barriers to the core SA8000 standard was in Europe and America most countries imposed on exports from developing countries, especially in the textile industry has been seriously influenced. China serves as the biggest developing country, textile exports to occupy an important position, but with China's economic development, foreign trade exports rising, China in the labor this problem increasingly exposed its inadequacies, especially the blue trade barrier popular today. Zhejiang is coastal economic province, in the textile industry which has a incomparable advantage, textile exports accounted for the proportion of the benefits of trade than other industries, is particularly prominent advantages.

But behind the great achievements we cannot ignore existing problems and instability factors, in particular the Global Financial Crisis, various problems have gradually surfaced. Blue barrier for the implementation of a number of Western developed countries in recent years have seriously hindered the Zhejiang foreign trade, especially exports of textile trade. Study on the main content of this document is in blue barrier by Zhejiang textile industry under the influence and its countermeasures. The author uses graph grammar and literature law, fcan bring various factors on blue barriers and study analysis, to Zhejiang textile industry to put forward some opinions of how to deal with the blue barriers and measures to promote Zhejiang textile industry under the blue trade barriers in a sustained, healthy and rapid development.
