企业导入卓越绩效模式常见问题及对策建议

摘要：卓越绩效模式是企业提升管理水平的有效方法，也是国家、省市各级地方政府提升质量及产业竞争力的有力抓手。论文以企业导入卓越绩效模式的组织与推进为角度，以武汉市企业导入卓越绩效模式的实践情况为样本，描述了企业在导入卓越绩效模式过程中遇到的常见问题，并提出对策、建议，为企业导入卓越绩效模式提供辅助参考。关键词：卓越绩效模式 企业 常见问题 对策建议
Common Problems and Countermeasures of Enterprises Implementing Performance Excellent Mode

Abstract: Performance Excellent Mode(PEM) is an effective way for enterprises to improve management level, and it is also a powerful grasp for local governments to improve quality and industrial competitiveness.From the perspective of organization and promotion of enterprises' implementation of Performance Excellent Mode, this paper takes Wuhan enterprises' practices of implementing Performance Excellent Mode as a sample,describes the common problems encountered by enterprises in the process of implementing Performance Excellent Mode, and puts forward countermeasures and suggestions to provide auxiliary reference for enterprises.

1 背景
《中共中央 国务院关于开展质量提升行动的指导意见》提出要“健全质量激励制度”，“完善国家质量激励政策，继续开展国家质量奖评选表彰，树立质量标杆，弘扬质量先进”。目前，各省市、地方政府也先后设立政府质量奖，并定期开展质量奖评选活动，以质量奖为抓手，鼓励企业导入卓越绩效模式，树立标杆、提供示范，引导企业落实主体责任。
武汉市政府于2010年设立武汉市市长质量奖，每年评定1次，截至2018年底，已有武汉高德红外股份有限公司、武汉地铁集团有限公司等18家单位获此殊荣。此外，2018年是质量提升行动年，武汉市政府大力支持100家以上企业（组织）导入卓越绩效等先进质量管理模式。企业在导入卓越绩效模式时存在对卓越绩效模式的认识、理解不到位等问题。已有的研究[1-3]从文化、战略、绩效等标准条款
的角度,详细描述了企业在导入卓越绩效模式道路上存在的问题。为进一步全面展示企业在导入卓越绩效模式中的问题，本文从企业导入卓越绩效模式的组织与实施的角度，以武汉市企业导入卓越绩效模式实践为样本，总结了企业在导入卓越绩效模式推进工作中的常见问题，并提出相关对策建议，为企业导入卓越绩效模式提供辅助参考，助力企业质量提升，区域高质量发展。
2 卓越绩效模式
2.1 卓越绩效模式简介
卓越绩效模式反映了国际上最先进的现代经营管理理念和方法，是当前国际上广泛认同的一种组织综合绩效管理的有效方法/工具，也是我国各级政府质量奖的主要评价准则。该模式源自美国波多里奇奖评审标准，包括领导、战略、顾客和市场、测量分析改进、人力资源、过程管理、经营结果等七个方面。该评奖标准后来逐步风行世界发达国家
